PART ONE: Dimension and Description
Primary Purpose: Ensures thorough inspections and documentation of the maintenance and safety operations. In compliance with all regulatory agencies which include but are not limited to the Joint Commission, National Fire Protection Association, Medicare Conditions of Participation, and Missouri Department of Health and Senior Service as well as all of Cass Regional Medical Centers physical structure, (ie. Hospital, outside buildings, and owned or leased clinics) and grounds. Oversees renovations and construction projects. Provides management oversight of Cass Regional’s Plant Operations/Maintenance, Security, Emergency Management/Preparedness, Environmental Services, and Laundry Departments/functions.
Formal Policy-Setting Responsibilities: Formal responsibility for making recommendations regarding budgets, personnel contract services, policies, and procedures, associated with the job’s purpose and essential responsibilities.
Routine Decision Making: Determines preventative maintenance schedules and related projects, determines renovation projects and scheduling inclusive of budgets, determining if building equipment is running properly and maintained effectively, arranges for repairs (internally or externally), to return to functioning order. Ensures security function is provided to maintain an environment that is safe for patients, visitors, and staff, as well as making sure that the Emergency Preparedness Function is provided in accordance with all regulatory and accreditation standards/regulations. Ensures that interior and exterior building finishes and systems are maintained to protect the investment mode.
Formal Supervisory Responsibility: Formally and directly responsible for Maintenance Mechanics, Lead Engineer, Property Supervisor, Maintenance Clerk, Security/Emergency Preparedness Coordinator, and Environmental Services Manager. Indirectly responsible for security officers, lead housekeeper, housekeepers and laundry aides.
Required Knowledge: Knowledge of HVAC, boilers, electrical systems and plumbing; familiar with JCAHO and NFPA; national electric code, knowledge of schematic and blueprints, boiler operations, building control systems, building construction and remodeling, building and architectural plans and specifications. An understanding and maintaining compliance with VOCH codes, NFPA regulations and Joint Commission, State Department of health and Center for Medicare and Medicaid Services. Conditions of Participation, licensing, and accrediting standards, and local building codes. A working knowledge of fire alarm and other Life Safety equipment and building systems. Ability to implement and maintain a comprehensive preventative maintenance program. Computer skills and familiarity to manage assigned soft ware programs, including but not limited to building management, security management, and office applications.
Required Skills and Ability: Provides hand on assistance to the Plant Operations Team. Ability to perform electrical troubleshooting, mastery of maintenance shop tools and equipment skills, ability to implement and oversee safety programs in a healthcare setting.
Unusual Working Conditions: Operating and working with tools and various machinery in and out doors in various environments.
Education and Certification/ Registration Required for the Position: High school education and formal apprenticeship program or two years documented from an accredited technical training school (ex electrical of HVAC) required. Associates degree in applied sciences, engineering, of building management, or bachelors degree preferred. Minimum of five years experience in a related job with supervisory responsibilities preferably in a hospital or healthcare environment, credentials or certification as a CHFM, CFC, CMM, FMA, SM, CPE, CPMM, CFM, CFPM, or equivalent in building construction, electrical, plumbing, or HVAC required. Class A operating engineers license required.
