Responsible for tracking policy advocacy at the federal, state,county, and local government relations level. Tracks and analyzes legislation and policies, advises about potential strategic institutional and/or peer group policy initiatives including opportunities for grassroots advocacy efforts. Develops and maintains strongly positive relationships with neighbors and community leaders. Advises senior leadership on key legislation and policies that affect Children's Hospital & Research Center Oakland.
Education: Required Bachelor’s degree in Political Science, Economics, Communications or related field. Preferred Graduate degree in Public Policy, Government Relations, Public Health, or Health Care Admin.
Experience: 5 years experience public policy within healthcare and/or government relations. At least 2 years experience with legislative process at local, state or federal level. Experience in government role strongly preferred.
Knowledge, Skills & Abilities: 3-5 years experience providing policy research and analysis as a lobbyist, political campaign staff or employed as staff to governmental official. Proven communications skills with large and small audiences. Proven experience in government relations, public policy, media relations, public relations and community affairs. Excellent oral presentation and writing skills, particularly in pursuasively explaining complex issues. Experience in building consensus and partnerships. Experience with event planning for both large and small projects. Able to travel occasionally as required. Knowledge of health payer programs and health policy. Experience in creating sophisticated presentations with Word, Excel and Powerpoint applications. Proven ability to develop and guide statistical and complex data analysis. Able to work independently. Experience in crisis management communications. Knowledge, sensitivity, and demonstrated experience in the social determinants of health care access and outcomes and in legislative remedies for improving health access and health outcome issues for vulnerable populations. Knowledge in health care financing. Key contact for neighbor issues resolution.
