DISTINGUISHING FEATURES OF THE CLASS: The work involves planning, coordinating and conducting a nursing recruitment program at the Erie County Medical Center Corporation. This is an administrative position with professional nursing requirements for recruiting and retaining qualified nursing personnel. The incumbent recruits, screens and interviews nursing candidates. Work is performed under the direct supervision of a higher ranking Human Resources professional and the Vice President of Human Resources. Supervision is not a function of this position. Does related work as required.
TYPICAL WORK ACTIVITIES:
Screens applications and interviews qualified applicants for various nursing positions; administers nursing pre-employment testing; makes job offers;
Reviews personnel requirements with nursing supervisor;
Prepares seniority list for posted positions; checks personnel file of qualified applicants;
Prepares advertisements and recruiting messages both in print and electronic media;
Researches and utilizes multiple technology methods and social networking;
Develops recruiting contacts with employment agencies, placement offices and schools;
Checks New York State Department of Education for current RN or LPN registration and the New York State Registry for current Nurse Aide Certification;
Reviews pre-hire documentation and reference checks; processes documentation for nurses hired on permit
Communicates the policies and benefits to applicants and new employees;
Organizes and participates in career days;
Plans, organizes and participates in recruitment strategies/activities;
Monitors agency staff for such items as current licensure, attendance at orientation and in-services, completion of personnel health assessment, drug testing and criminal background checks;
Advises and assists management staff in the application and interpretation of personnel policies, legal and union contracts;
Conducts exit interviews with separating employees, evaluating turnover and identifying retention problems from data collected; develops retention strategies in consultation with other staff;
Researches, analyzes and provides data on provisions in external collective bargaining agreements, comparative nursing salaries and benefits for collective bargaining;
Maintains RN job hot line;
Prepares and maintains various records, reports, correspondence and surveys.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of professional nursing principles, procedures and terminology; good knowledge of the principles, practices and techniques used in staff recruitment, interviewing and selection; good knowledge of organization and staffing methods; good knowledge of personnel administration practices, principles and techniques; working knowledge with behavioral interviewing techniques; skilled in the use of Microsoft Business applications; ability to conduct interviews; ability to communicate orally in a pleasant and persuasive manner; ability to compile and interpret data; ability to establish and maintain effective working relationships; tact; dependability; initiative; physically capable of performing the essential functions of the position with or without reasonable accommodation.
A) Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree in Nursing or a health related field and two (2) years of professional registered nursing experience including one (1) of healthcare recruiting experience; or:
Possession of a license and current registration to practice as a Registered Nurse as issued by the New York State Department of Education at time of appointment; and:
Possession of a valid New York State Driver’s License and use of a private vehicle at time of appointment.
