The work involves administering and managing the Human Resources Information System (HRIS) and the access control management system within the Erie County Medical Center Corporation. The incumbent provides guidance on the utilization and management of integrated information systems. Work is performed under the general direction of the Chief Information Officer and Vice President of Human Resources. Supervision may be exercised over lower level staff. Does related work as required.
TYPICAL WORK ACTIVITIES:
Ensures the proper operation of the HRIS and access control system and the data transfer into and from the systems as well as the related network interfaces;
Consults with and collaborates with the business owners and end users of the systems to assess and determine information requirements; makes recommendations to meet identified requirements;
Identifies and designs future needs for workflow processes, equipment installation and new HRIS endeavors;
Investigates, identifies and prepares proposals to solve specific operational problems within the business areas;
Assists in the development of operating standards, policies and procedures and strategic planning for existing or new initiatives;
Coordinates the design, development, implementation and modifications of HRIS and access control systems;
Creates and participates in system tests of projects and in the evaluation and follow up of systems;
Directs vendors, technical staff and contractors in all phases of installation and implementation of new systems as well as performing procedural modifications to the human resource information system;
Reviews feedback from customer, compiles and analyzes support data and recommends procedural and educational changes;
Ensures department, hospital, HIPPA, Center for Medicare/Medicaid, Joint Commission guidelines and New York State regulatory and compliance requirements are met;
Assists in preparation and monitoring of operating and capital equipment budgets;
Trains personnel on human resource information system related activities;
Prepares reports and makes presentations on studies covering development and implementation, modifications and future activities;
Attends and participates in Departmental/Hospital meetings, seminars and training sessions.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of project management and development; good knowledge of HRIS and access control methodology; working knowledge of processes and procedures within the human resources and access control information system and its impact on outcomes; working knowledge of various database and application methodologies and concepts; ability to define functional requirements and specifications for integration into the employee records; ability to facilitate screen design, configure components of the software and code configuration tables and develop and maintain reports; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships; ability to work well under pressure and concurrent projects; physically capable of performing the essential functions of the position with or without reasonable accommodation.
Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Health Information Systems, Computer Technology, computer Science or related business field and three (3) years of experience in the design, development and implementation of information systems, at least one (1) year of which included human resource information systems.
NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.
