Under the supervision of the Director of Grants Management, the Program Manager will directly assist with programmatic development as well as the development of policies and procedures relevant to managing Unity's Infectious Disease Program. This position will be instrumental to the operations of the Infectious Disease Department including but not limited to: preparation and dissemination of regular programmatic communications, writing proposals and reports, contract management and data monitoring. The Program Manager will interact both with internal team members and external partners and stakeholders, including sub-recipients, community-based partners, government representatives, and the general community. This position will be an integrated member of Unity's Infectious Disease team.
· Oversees and manages non-clinical aspects of Unity's Infectious Disease Program.
· Collaborates with Chief of Infectious Disease to formulate, organize, and monitor our client-centered HIV program
· Monitors for compliance for all federal, state, local requirements related to Unity's Infectious Disease program including but not limited to Ryan White Funding.
- Oversees and manages non-clinical aspects of Unity's Infectious program.
- Collaborates with the Chief of Infectious Disease to assess specialty service needs among District residents and among Unity patients.
- Works with the Chief of Infectious Disease to set annual program goals that align with organizational, local, and national goals around Infectious Disease.
- Collaborates with the Chief of Infectious Disease to determine an effective strategy for the implementation of annual goals and monitoring of department work plan.
- Seeks, applies for, and manages funding for Infectious Disease and related health services.
- Develops and monitors Infectious Disease budgets, ensures appropriate expenditure allocation.
- Prepares progress and annual reports, and facilitates program evaluation activities.
- Analyzes data trends; performance evaluation, and prompting team discussion for quality improvement.
- Represents Unity as a member of the DC Cross Parts Collaborative, Ryan White Planning Council and/or other applicable Infectious Disease working groups.
- Develops a structure for HIV support groups and Consumer Advisory Board in collaboration with HIV nurse coordinator, and provides ongoing support for its successful implementation.
- Manages Careware database for annual Ryan White Services reporting.
- Prepares Unity for federal and local program related audits and visits.
- Serves as primary contact for HHS/HRSA and DOH/HAHSTA and external partners.
- Represents Unity's Infectious Disease Team at local, regional, and national events, as appropriate.
- Builds and maintains relationships with local and national partners/stakeholders.
- Participates in the interviewing, hiring and training of new staff, when appropriate.
- Engages in ongoing communication about program progress, including successes and challenges with supervisor.

· Strives to maintain updated knowledge on all existing and emerging Infectious Disease (specifically HIV and Hep C) topics and the relevant political landscape.

· Attends operational and quality improvement meetings to ensure integration of program and engage in creating and maintaining a culture of excellence.
· Serves on Unity's HIV Quality Improvement Committee.
· Participates in strategic planning by making recommendations for programmatic and service priorities and opportunities to the Strategic Development Department.
Education and Experience
Minimum Experience: 2+ years of professional program management experience in a community based health program, experience with grant writing and program evaluation a plus.
Minimum Education: Master's Degree (Public Health or Health Care Administration, preferred) from an accredited college or university in a related field of study.
