Job Details:
  •  This position is intended to improve operational flow within a functional patient access area within Renown Health. Additionally, to ensure that the hospital's cash flow needs are met through the efficient management of inpatient and outpatient admissions / registrations.  This position is responsible for minimizing bad debt and A/R days outstanding, while maintaining a favorable public image and good patient relations.  Specific details for each of the manager positions is defined below:

     

    PA Ops Manager; Outpatient Services: The incumbent must have a through knowledge of ancillary outpatient services, i.e., Outreach Lab, Imaging, MRI, Non-Invasive services, Therapy, Wound Care, Cancer Services and Rehab Services.  The incumbent must have specific relevant experience dealing with multiple service lines and various MD specialties in order to deal with the day-to-day operations of running Patient Access across the Outpatient spectrum for a health system.  The incumbent must also be able to manage multiple registration sites across the health system.

     

    PA Ops Manager; Inpatient Services:  The incumbent must have a through knowledge of Acute Care inpatient services, i.e. The direct admission process, pre-admission processes, inpatient insurance verification, financial counseling to include all aspects of the inpatient revenue cycle pertaining to verification, authorization, certification and utilization review.  Additionally, the incumbent must be knowledgeable about MSD's and same day surgical admissions and the process for this patient populous.  The incumbent must also have extensive knowledge of the cashier role for a large health system and be able to manage a high volume department. 

     

    PA Ops Manger; ED Registration: The incumbent must have a through knowledge of the operational flow within a high volume Emergency Department.  Specific experience related to Emergency Acute Care registration processes for a regional Trauma Center.  Additionally, the incumbent must have a through knowledge of EMTALA regulations as they relate to the collection of patient financial information, the registration process and POS Collections within an ED.  The incumbent must have experience managing a 24 hour ED which has an Express Care division within the ED and various specialty clinics associated with urgent care, i.e., Pediatric Urgent care and other specialty clinic processes.  

                

    Nature and Scope:

     

    Under the general direction of the Assistant Director of Patient Access Services for Renown Health, the Patient Access Operations Manager is responsible for overseeing the establishment of written policies and procedures for their area of designated responsibility; Emergency Department Registration, Main Admitting / Inpatient Financial Counseling / Utilization Review Specialists or Outpatient Ancillary Registration Services, and to insure efficient admission / registration processes occur, up-front collections meet or exceed defined monthly goals and discharge processes occur in accordance with current policy and procedure.  This position will also be required to satisfy measurable objectives every quarter within the first 12-months of being appointed into this position. Quarterly requirements for this position are:

     

    o    Quarter 1: Complete quarterly summary report for Department Director.  Report will identify goals and objectives, those goals and objectives that have been accomplished, are still in progress and those newly identified goals and objectives.  Incumbent will also be required to demonstrate their leadership ability by facilitating and leading a department wide staff meeting and all aspects of this meeting will be evaluated by the Department Director (this is a quarterly requirement).

     

    o    Quarter 2: Complete quarterly summary report for Department Director.  Have a documented increase in Press Ganey Patient Satisfaction scores for their area of responsibility.  Have a documented increase in Gallup employee engagement scores for their area of responsibility.  Have completed at least 1 college level management course at an accredited institution or approved management seminar (i.e. Leadership Quest) and have proof of successful completion.  Have an evaluation from the Organizational Development department for the purpose of documented improvement and overall evaluation of the individual’s leadership / management ability and the progress they have made over the previous 6 months in this position.

     

    o    Quarter 3:  Complete quarterly summary report for Department Director.

     

    o    Quarter 4:  Complete quarterly summary report for Department Director.  Have a documented increase in Press Ganey Patient Satisfaction scores for their area of responsibility.  Have a documented increase in Gallup employee engagement scores for their area of responsibility.  Have an evaluation from the Organizational Development department for the purpose of documented improvement and overall evaluation of the individual’s leadership / management ability and the progress they have made over the previous 12 months in this position.  Complete CHAM certification.

     

    This position will identify and coordinate with the information resources department various applications that will enhance or modify the facilities' admitting operation. The incumbent will keep abreast of all regulations and standards to assure compliance with directives issued by governmental/regulatory agencies or third party payers.

    The major challenges of this position are:

    ·         Staying abreast of County, State and Federal requirements in relation to hospital billing, reimbursement and developing procedures to effectively address the changes.

    ·         To operate within the time pressure of deadlines.

    ·         Provide a level of education necessary to maintain a competent and efficient staff.

    ·         Continue to find ways to automate the admitting collections process while reducing/controlling operating expenses.

    ·         Improve service to the patient and physician through efficient and positive admission process ensuring that all available payment sources are identified and maximizing the cash flow to the hospital through accurate record keeping and enforcement of collection policies.

     

    This position has the authority to make specific choices about personnel.  This position has the authority to hire, commend, evaluate, discipline and terminate Patient Access staff.  The incumbent also has the authority to direct the development of new and/or modified admitting, billing and collection systems, and to establish, define or alter procedures for the same.  Matters that will be referred for additional approval include major changes that affect the collection policies in existence, alterations to contracts and budgets in accordance with established guidelines.

    Minimum Qualifications:  Requirements - Required and/or Preferred

    Education:

    Must have working-level knowledge of the English language, including reading, writing and speaking English. Associates/Bachelors degree preferred.

    Experience:

    Three years health care experience required.  One-year supervisory experience required in all aspects of Business Office / Patient Access functions including registration, billing and follow up with a minimum of 10 FTEs within their functional area of responsibility.

    License(s):

     

    Certification(s):

    CHAM Certification required within 6 months of employment.

    Computer / Typing:

    Must be proficient with Microsoft Office Suite, including Outlook, PowerPoint, Excel and Word and have the ability to use the computer to complete online learning requirements for job-specific competencies, access online forms and policies, complete online benefits enrollment, etc.
