Wheeler Clinic, Inc. is a large, innovative provider of behavioral health services with a 50 million dollar budget, 24 service locations,  800 employees and 110 service programs.  We serve 30,000 people annually from communities across Connecticut.  The clinic seeks a Chief Operating Officer (COO) to provide leadership, oversight and active support to the service departments which provide behavioral and addiction treatment services for adults, children, adolescents and families, child welfare programs, wellness and prevention, special education, training and early childhood services.


As a member of the Operational Leadership Team, the COO develops and achieves the strategic and business plans, organizational and service benchmarks, innovative services and administrative management that make the clinic a statewide behavioral health leader.  The COO will work with the CEO and the Chief Business Development Officer to create opportunities to forge strategic partnerships, mergers and acquisitions. The COO leads a disciplined performance management and outcomes driven system and promotes and implements an evidenced based system of integrated care.  The COO ensures all clinic service activities operate consistently and meet or exceed contractual requirements, state and federal regulation, licensure requirements, accreditation standards and ensures that the clinic has proper operational controls and reporting systems to effectively evaluate and manage programs, budgets and contractual obligations.  Takes an active leadership role in the selection, implementation and use of information and other technologies to enhance and support the provision of high quality services.  The Chief Operating Officer is responsible for the integration, facilitation of administrative and clinical practice and effective and efficient work flows across the clinic’s service departments including the interface with Finance, Quality, Human Resources, Facilities and IT and to identify, facilitate, and monitor performance improvement activity.


The successful candidate will be well informed of local, state and national issues and trends affecting the people we serve and effectively advocate and integrate strategies and actions to sustain and expand needed services to the community.   This includes reporting to the CEO on legislative, regulatory, state agency actions that impact the clinic’s programs and services.  The COO will serve as acting CEO in the CEO’s absence.



  • Masters or doctorate degree in health care field; clinical discipline preferred
  • Relevant professional clinical licensure if applicable;
  • Minimum ten years at senior level in clinical and operational management in community behavioral healthcare with proven track record of achieving outcomes;
  • Ability to integrate clinical, operations, and business efforts in a mission-driven organization;
  • Knowledge of state of the art operational systems and emerging and evidence based practices;
  • Program development, budget management, performance improvement expertise;
  • Strong, confident collaborative style; capable of building and sustaining productive effective working relationships with all levels of staff, funders, stakeholders and partners;
  • Excellent verbal and written communication skills;
  • Knowledge and experience with information technologies a plus.
